*Update from: "Groundbreaking Reconstruction Planned for State Highway 140"*

Wisconsin Route 140 from Clinton to US 14 will actually commence in 2025, rather than 2024 or contrary to anything stated directly or indirectly in the previous article, "Groundbreaking Reconstruction Planned for State Highway 140." The Wisconsin Southerner apologizes for any inconvenience or misunderstanding this miscommunication may have caused. We continue to get updates and there are many projects under a larger umbrella of WisDOT projects such as STH 140. The interchange on I-43 will actually remain open but using flags but I-43 on Ogden Avenue would remain closed. This has been previously stated in the above article but not specified. For the closed part of STH 140, the detour will be WIS 76 to 173. This will redirect you via I-90, through Illinois 251 to 51, and eventually take you to Clinton, US 14. 
The roundabout on Wisconsin Route 140 to Wisconsin Route 67 and portion of that project will not take place until 2027, or 2025 if funding is available. Chris Hazard, Project Manager on three of the STH 140 projects, said the Covid-19 pandemic did not halt any of these plans or progress. 
According to the Peter G. Peterson Foundation, State and Local Governments historically have funded more toward interstate highways than the federal government, specifically in 2017. https://www.pgpf.org/budget-basics/budget-explainer-highway-trust-fund
